Stormwater Stormwater run-off is water from rain or melting snow that "runs off" across the land instead of seeping into the ground. This runoff usually flows into the nearest stream, creek, or lake. On its way, runoff can pick up and carry many substances that pollute water. For more detailed information, visit www.WNCstormwater.org. The Town of Laurel Park is developing a program to meet the Federal Phase II Stormwater Program requirements. This program contains six minimum measures:
